In 2009, "Opinions on Promoting Shanghai to Speed Up the Development of Modern Service Industry and Advanced Manufacturing, Building an International Financial Center and the Views of an International Shipping Center" was approved, which further pointed out a direction for the construction of Shanghai international financial center, and specify its overall objective. VC/PE performs as a new additional financial form and engages to perfect the existing financial system; it also plays an incomparable role for the construction of Shanghai international financial center. To attract more equity investment institutions cluster in Shanghai, the government of Shanghai municipality has already promulgated a series of policy measures in taxation, allowance, cash awards and talent attraction.
